Cazeneuve HB575 Travel Dial units

OK, here's a dumb question (usually the best type of question, I think)...

 

I have an HB575 made in 1963; the dials are inch on the cross slide and compound as wellas tailstock. On the front of the apron is a large (4" dia) dial linked to the carriage movement. The dial is marked from 0 to 4 with subdivisions at 0.1 intervals and can be set on a friction clutch to any position throughout its 360 degrees of movement.

 

So here's the question - There seems to be no correlationwith with the actual travel in inches or mm, what are the units of measurement for this dial and how is it supposed to be used?
